Why is there nowhere to enter a shipipng address on a customer payment?

I see that you can enter a shipping address on the portal... but that is not associated to a specific payment or invoice.

This seems like something that should be standard and also should be easy to add? Does anyone have a process that works? or can we get this feature added?
