Single Ticket Promo Code

How do I set up a promo code that affects an individual order - for example, two free tickets per order?

Right now, I am only able to set the total number of promo code uses per event, not per order. If I set the limit to 10 total, the first attendee could technically use all 10. I can set ticket limits, but I want them to be able to purchase more beyond the free tickets as well. 

Is there an alternate way of discounting a dollar amount per order, instead of a dollar amount per ticket?
