Specific address being sent to Spam

Our payroll is done by a program, and it emails out our paystubs.

This email goes to everyone's spam.

We are using Outlook 2016 on Windows 10.

We have chosen Not Junk, and added the email to the safe senders list multiple times.

Is there something I can do on a domain level to allow this email to be received in the Inbox?
