Stacked bar graph not pulling correct numbers

I have a stacked Bar graph that get posted information of some of our agents weekly. The issue is that its not pulling the correct number count the agent's submissions. If I manually search the data I get a higher number then what the report is finding.

Here are the settings I am using for the graph.

The filters are only to take out agents I am no longer using, and to select month ranges for the data to display

I am not too sure what is causing this and if needed I can supply screenshots of the incorrect chart data count.

Any assistance is more then appreciated.
