staggered email notifications

Were looking for a way for a certain person to recieved a email with a PDF of the completed form. We know that this can by done by going to Notifications>email notifications, however this is sent when the form is completed. Instead, we are wanting Forms to send a automated email with the PDF only after the form has been approved.

We have set up the Approval rules, however we are struggling to find a way so that the email PDF is only sent after the form is approved. Is there a way for this to be done?
