strange quastion

Hello,
I'm new in Zoho mails , registered yesterday,
and question is :
if i want to have 10 users and i'm using it for free, and want add in future 12th and maybe 13th, do i must pay for all users?
10 free + 3 payed?
Or i'm paying for all 13 users? each 2.5$?
