Submit Evaluation button on interview page should not be inactive.

The Submit Evaluation button on the interview page is inactive until the starting time of the interview. This does not let the user open the page prior to the interview to start preparing ahead of time. It also does not let the user review questions or take notes if the interview starts earlier than scheduled — even if it starts 1 minute earlier. The button should be active at all times. The user can decide if they want to use the page earlier than scheduled.
