takes more then 10 minutes to send or receive mail

takes more then 10 minutes to send or receive mail

Hey! It takes more then 10 minutes to send or receive mail, why it is so? Some clients are complaining that they never receive e-mail.  Is there any way to resolve this issue and speed it up?
