Templates using MERGE Fields

I have been trying to get the merge fields to work in the email templates. They never populate the contacts name just ${Contacts.contact id}. I follow the instructions to select the field, copy and paste into the body of the template and nothing ever changes. I have been working on this for a few months. Anyone have a thought?
