This appears not to be the case.  In my application, users in the same role can see each other’s data, regardless of who ‘owns’ the record.  I have “share data with peers” OFF for the role.  I have tried deleting the record and re-creating it.  I have a custom ‘owner’ field (a User field) in the record.  I am looking at a report showing all the records, in an account that should only be able to see one of them.

What gives?
