Hi

In the web email client, the time format is not as per usual standards.

I'm seeing "07:40 PM" for example which doesn't make sense. Which is it? 7 in the morning or 7 at night?

If you mean evening then display in 24 hour "19:40" or in 12 hour "7:40 PM" without the leading 0.
If you mean morning then display in 24 hour "07:40" or in 12 hour "7:40 AM" without the leading 0.
