The manager should be able to approve the timesheet and also be able to rate on a scale of 1-5 on how the candidate worked for that week and provide feedback. That feedback should come and feed into a multi-rater system. It will make the 360-degree feedback more worthwhile

Also, The timesheet should be able to be approved by the external client that is not a Zoho user. Once the external client approves the timesheet to flow to candidate manager who is within zoho so that they can looking into comments and provide additional feedback
