Too many saved custom filters

I recently had a user who creates and saves many filters across many custom views point out that there appears to be an invisible cap on the number of filters you are allowed to save.

If a user creates and saves more than X custom filters, they will not be able to save any additional filters. What's worse is that there is no error message. The filter is simply not applied and not saved with no indication that anything is wrong.
