Turning off "draft" mode in writter and sheets

Writer and Sheets have a "draft" mode that prevents the document from being shared with other people, even within the company. I can see how this would be useful, but really its just leading to many delays as user 1 wants user 2 to review his document, but it isn't visible in WorkDrive yet because User 1 always forgets to click "complete" or "ready". (another gripe is that the two apps use different verbiage to mean the same thing).
