Two factor authentication phone number

When setting up this new account I was asked to provide a recovery MOBILE number but then found that I cannot use the same number for two-factor authentication. What weird logic is behind that absurd decision? How many people maintain two cell phone numbers? Why can't I change the recovery number to a land-line?
