Unable to access roles

I have a paid account and my user is Administrator. However, when I Click  Setup  >  Users & Permissions  there is NO "Roles" option.  I had renamed the role of "CEO" to "Agent" and now it shows under my user that I have the following permissions:  Agent, Administrator

However, as I said above, I no longer have access to the "Roles" option. I need this to be able to change the required role to view modules in the "Reports" section. Currently, every report I try to access gives this response:

Permission Denied

Sorry! You cannot view this report because you do not have the permission to access one or more modules that are part of this report.

To view the report, please provide permissions to access those modules in Profiles and Organize Tabs settings.
