unable to confirm user/wrong user status/cannot see leads

I imagine this is all interlinked but have a problem using the free version currently.  I have setup three users (I am Super Admin/others are admin all CEO).

An invite goes out to the other users but the email says that they cannot confirm as they are a superadmin (appears not when checking their status) and they cannot 'confirm'.

I have assigned leads to these users but they cannot see those leads, even though I have checked the status, they are all CEO permissioned yet no lead access at all.  They should be able to see all leads not just the ones I have assigned to their names.

I gather free version the user role cannot be changed and everyone is CEO so why do two users have a different view (i.e no leads) vs superadmin on CEO.
