Unable to drag and drop tasks to make sub tasks

Unable to drag and drop tasks to make sub tasks

I have created a project and added multiple task lists- I am trying to make certain tasks sub tasks but am unable to drag and drop. The only solution seems to be to redo the entire list by creating a task and in detail mode add subtasks...any particular criteria which is required for tasks to be converted to subtasks?
