Unable to remove PayPal from payments option

I am from Canada and setup PayPal - business.
customers are unable to pay and get kicked out.
trying to delete PayPal but get following message all the time


i have no outstanding transactions outstanding

does your PayPal payment option work in Canada.
I love Zoho, but if my customers cannot pay, then Zoho bookings app is redundant for me.
