Unable to rename wiki page

Unable to rename wiki page

We are using Zoho Projects with Wiki. Recently, we found that "Manager" or "Employee" user is unable to rename default "Home Page". Rename option is missing in page actions menu. Only super admin can do this. 
Is this a bug or feature?
I think that this option shold be available to any user, regardless of who is the author of the page.
