Unable to send message: Reason 550 5.4.6 mail rate exceeded limit

I'm trying to send messages. I have two computers using Outlook and on one of them I get:

Reason 550 5.4.6 mail rate exceeded limit

Even though I'm only sending a few emails a day.

Please help.
