Unable to send message to unblock my account; 5.4.6 Mail rate exceeded limit

You have blocked my account for sending out non-spam email to the point that I now cannot send you an email to request the block be removed and my limits increased.

Please let me know ASAP what you need from me in order to lift the block and increase my send limits.

I am attempting to email you a screenshot of the non-spam email being sent to those who have given me permission to email them - but you are not allowing it to go through. I've attached it here.
