Upload Docos

I'm sure this has been asked -but i can't find it anywhere. Is there a way to upload a document to be shared to other users? I saw someone mentioned uploading to folders... but I couldn't find what they were talking about. I know you can't link docs to a contact or lead - but where do I upload docs and where can I share.
