Uploading problem of .jpg .mp3 any file

Hi! I I have tried many time and the same result: I cant to upload any photo and any mp3 file and anything. Every time the same failure. And I cant to enable debug, no response on it while clicking. Please help me and solve my problem as soon as possible. I have no time to wait for your impossible uploading( That's a pity..
