Useless scroll bars with no space to scroll need to disappear

Check out the scroll bars on the right and bottom of the image. The one on the right moves the view about 1 line and there is no reason for it being there since there's another one in the pivot table that actually works. The one on the bottom hardly moves at all. I've seen this problem with Pivots before, but now the bottom one appears on almost every view. Scroll bars that don't have anywhere to scroll to should not be taking up valuable space for mobile users. Even on my laptop this is annoying.
