"user already added to this organization" even though user does not exist

"user already added to this organization" even though user does not exist

Hi,
 
I created a project user, then deleted the user since I realised that the user should be a client user.  When I go to add the client user with the same email ID I receive "user already added to this organization" even though the user does not exist?
