User Email Access

The problem I am encountering is that a user cannot access email.

USER1 - is an administrator and can access all email accounts in the portal view
USER2 - should only have access to specific email which is also present in USER1 profile

Is there a way to have content in the portal view shared for the other users? Such as email specific to that account, calendar dates, and to connect the intranet forum some how.
