user privileges

1. When I create a user it has all the icons ables, but I woul like to give them some of all, Email, link, desktop, contact, task, notes, calendar, document, p ej. the new user just I want to hive him contact, document and link
2. is it posible that he sf has spanish?
3. When one user create a contact this new contact is view just for him, how can i (admin) have a unique of all contact list of all the user
