View Only Free/Busy Setting in Calendar Does Nothing

View Only Free/Busy Setting in Calendar Does Nothing

I am trying to share a calendar to a group Google calendar so people can see when I am free/busy but cannot see event details. I went to the settings screen and scrolled down to Public access to set the permission level but when I import to a Google account, it can see all the event details. I tried this also with the Private URL iCal and got the same issue.

I also tried this with multiple Google accounts to make sure it wasn't some weird caching issue on Google's side.
