vo not starting

hi all,

this morning i got a new situation: vo not starting at all.
i'v tried to reboot my pc several times and got different results:

or vo freezed on the splash screen;
or PC freezed on vo splash screen;
or vo started but not working (connection refused while connecting to localhost:8080)

i've also tried to restart application after closing process mysql... from task manager but it was not helpful too.
