web to lead - assigned lead to user - how can you set notifications to alert user they have a lead?

Currently we have to login and check manually

 

The user is verfied but nothing comes throught at all. please tell me you can notifiy the user?

There must be a setting somewhere, no menu called Notifications anywhere in view.

 

This is the free edition perhaps thats the issue?
