What time zone does Report Scheduler use?

What time zone does Report Scheduler use?

Time zone of the report scheduler?  Time zone of each user?

I could schedule a test to find out, but why not either mention the time zone next to the time, or even better: have a drop-down so the user can choose.  This is especially useful for admins of geographically dispersed users.
