WhatsApp Business Pricing Update: Service Messages Will Be Charged Starting October 2026

Starting October 1, 2026, Meta is updating how WhatsApp Business messages are charged. This guide explains the new per-message pricing model, how message categories work, and what changes for service messages specifically. 

How Meta charges messages

Meta charges businesses for each outbound message delivered on WhatsApp. Every message belongs to exactly one category and is charged once, regardless of how many template components it contains. Charges apply per conversation window opened by a business-initiated message.


Who gets charged?

Only outbound messages sent by a business to a user are charged. Messages that users send to businesses are never charged.


Message categories

Every WhatsApp business message falls into one of four categories. The category determines the charge rate and is assigned based on the purpose of the message:


Pricing by category

Rates vary by message category and the country of the recipient's phone number. Service messages are charged from October 1, 2026, within a 24-hour customer service window.

Service messages: What changes on October 1, 2026

A service message is any business reply sent within a 24-hour window after a customer reaches out. Starting October 1, 2026, Meta will charge for service messages as well.


Important
Until October 1, 2026, service messages are free. From that date, each service message you send inside the 24-hour customer service window is billed at the same rate as utility and authentication messages for the recipient's country.
