Where does one obtain "TICKET" and "APIKEY" values

Where does one obtain "TICKET" and "APIKEY" values

Ok, so after few days of trying to implement record insert using documentation, and getting nowhere, I stumbled here, and read some posts from people having the same problem as me, the "4600" error. From these posts I have deduced that documentation listed on the site has nothing to do with actual format required for API to work. 

Documentation does not mention "TICKET"  and "APIKEY" parameters, which are referenced quite frequently in the forum, nor is it clear where the values for these "undeclared" parameters can be obtained. Can someone comment whom do I need to know/pay off to get the secret data?

Also, am I right in understanding that I am to send !!!escaped XML string as part of URL!!! and not post actual XML? 

Is there actual, valid, up to date documentation somewhere? Or maybe there is some 'community' effort to assemble the missing data from the defunct documentation?
