Where is the "Data Sharing Settings" option?

Hi, I am trying to make all contacts/ leads/ etc... available to all users.

According to several threads, I have to do this by accessing "Data Sharing Settings".

Problem is, under "Users & Control", all I can see is "Users" and "Security Control" - there is no "Data Sharing Settings" option.

Where is the "Data Sharing Settings" option?
