Why can't an administrator reset the password for a user?

The Forgot password link is useless when the user has never set any security questions.
Zoho then insists on answering the question "What is your favourite"

Since it is unknown what the favourite thing might be and also this setting is never done by the user, there is no way of giving a correct answer.

Administrators should have the permission to REALLY do user management things and not only be able to do minor nobody-cares settings any user could do for him/her self.
