Why can't my employees send out a mass email and have the ability to modify the "TEMPLATE" chosen???

Why can't my employees send out a mass email and have the ability to modify the "TEMPLATE" chosen???

Not any particular template may be perfect for the email being sent, but why doesn't Zoho allow editing of the template in mass email mode, like it does when you send an email to only one contact???
 
ADDITIONALLY (serious shortcoming for Zoho - duh)... I cannot give an employee the ability to create a template for a mass email without giving that person FULL ACCESS TO EVERY TEMPLATE IN THE SYSTEM!!!!   Absolutely ridiculous!
If someone has FULL access to EVERY template, they could do some serious damage to the system we've spent countless hours to set up.  Why can't Zoho allow each user admin access only to templates created by the individual user?  How hard can that be?
