Why Import Data link is hide to shared users?

I would like to give permission to shared user to import data into one specific view. What I have done are:
1. In share Tab, the specific view (and form) are shared to one user.
2. In the view configuration, the permission to the specific view has been set to "create,edit,delete allowed".

But still the user could not see the "import data" link under his "more actions". Is this functionality supported? If yes, how to set the permission properly.
