Why is the BCC Dropbox "search pattern" not an org-wide setting?

I'm curious why it's not an admin setting that I can set for my org?  Rather, it's left to individual users which can cause problems.

(I noticed a bunch of new contacts which shouldn't have been there.  I originally thought it to be a policy issue with my team.  It took a while to determine where they were coming from.)
