Why isn't the option of adding a Lookup field type displayed?

Why isn't the option of adding a Lookup field type displayed?

I am using the Standard version and wish to add a custom field of the type Lookup, but that and the type Formula are not even displayed to choose from.  Can you explain why?  I do not see anywhere in your literature that I would not be permitted to use them.
