Work Flow Rule

Hi

I'd like to create some sort of rule. Where i would like to notify the other users when i have updated something they either do not follow becuase they have used them all up or perhaps there is something of interest that i wish them to see.

Could someone please advise what are the necessary steps to create this. using Change Ownership (i dont know if there is a more appropriate one than this).
