With Dropbox you can easily right click on any file that resides inside your local Dropbox folder and obtain a "public" link. This means that anyone with such link can view or download the file.

Right now it seems the only way to create a public link that anyone can see (even non-Zoho subscribers) is to do it via the WorkDrive webpage. 

Zoho, why aren't you implementing this functionality into WorkDrive?  [Do you really] think everyone we need to share files with have Zoho accounts? 

Either you are not thinking about this realistically or you are just taking too much advice from your marketing department. 

Please add this critical functionality.
