Workflow Alert does not notify the recipient.

So I have created a rule the criteria is as follows:

I have an alert associated to the rule so when the rule is executed. It should notify any recipient in the list and the record owner.

After importing a lead via: "Import My Organization 1. Leads" the record owner is changed to the correct owner. The task gets assigned to the correct owner. However the owner is not notified by email.

I've noticed that zoho will send a notification if I go into the task and manually edit the Send Notification Email portion of the task. This does not work for me as it should be automated. Am I doing this correctly?
