I have a question about Workflow Rules (WR) : are "Field Update" rules triggered when a field is updated by another rule ?

Here is our use case :

We have a WR on Quotes : when the quote stage is changed to "Accepted", it triggers a change on Potentials, the potential stage is changed to "Accepted" too. And we have a WR on Potentials : a webhook is triggered when Potential stage changes. So, when a quote stage changes to "Accepted", the potential stage changes too, and this webhook should be triggered, but it doesn't work.

The Webhook is properly triggered when we change a potential stage manually, so I wonder if this could be related to the "automatic" change using a WR.
