Workflow Rules Closing Date Tasks

Up to four years after closing date for our clients, we recognize the anniversary of the closing date with an email and phone call from our customer service staff.

I am trying to automate these tasks in workflows by creating a rule based on date/time in a deal. My idea was to have a separate workflow rule for each anniversary. So one 12 months after closing date, 24 months, 36 months, and then finally 48 months.

However, it looks like it caps it at 24 months after the date.

Does anyone have any ideas for a workaround for this?
