Writer - Merged document creates a blank page

Writer - Merged document creates a blank page

Hi All, 

I've created a merged document in Writer for a form we're using. 

I need the document to have 2 different pages with 2 different headers which I've set up using the page breaks. 

How do set a condition so that a header doesn't show so that only 1 of the 2 header shows up?   I've tried setting conditions but the page still appears as blank (with the header).
