"Zoho CRM API Access" permission

Hi everyone!

I understand that the "Zoho CRM API Access" user permission allows a user to be used for API calls, but does this imply that - using the API - the user can gain access to every module? Or is it limited only to enabled modules?

I think I know the answer but I'm asking for confirmation :)
