Zoho CRM Free Edition ( Free for 3 Users )

Zoho CRM Free Edition is free for 3 users. Does this mean I can still use it for free if I enable only 3 people to use Zoho CRM in my company (disable all the rest of the people not to use the Zoho CRM)?
