Zoho mail sending limits - are you strictly respecting the policies set in the control panel?

We support a user of your free email services, and they have reported issues sending mails with a returned response: 
550 5.4.6Mail rate exceeded limit - from your servers.

We have quizzed them about what they have been sending, the counts of them, then number of recipients etc etc; all appear to be within the policy settings under their control panel.

So my question to you - for a yes / no answer, is: Are you applying your own arbitrary limits above and beyond those set policies?

What process do you have in place for the users to make contact with you to request that you remove what they currently consider to be an over-zealous block, for what they consider to be routine use of their mail account.

I know you're going to say that this is not for bulk emailing etc; I accept that, but the limits which we're talking about are in the region of 92 emails in a morning. I would rather not specify their email address in open forums, so if you'd like to find out more about their particular account, then I'll send those details into you by email.

This is normal, legitimate use for them, they would do this monthly to their account holders. It is very low risk for you in terms of complaints for spam issues.
