When I click on New Chart View, the tables/fields panel appears on the left for the two tables to enable me to create a chart with fields from both tables. 

But when I click on New Tabular View, there is no tables/fields panel displayed on the left. I want to create a tabular view with some fields from each table. Why isn't the table/fields panel appearing for New Tabular View, but it appears for New Chart View? I am unable to select fields from the other table and add them to the tabular view. 

I appreciate any help to resolve this.
